Thinking the Singapore Biennale, 20 Years Later.

Twenty years after the first Singapore Biennale opened, this essay looks back at the reasons that brought it into being and asks what repeated editions should have made possible by now. It glances at the Biennale through policy, curatorial structure, public funding, audience, the city, institutional memory and the intervals between editions.

Written independently, it is not an argument for continuation or closure, but an examination of what we could carry forward and what Singapore may still need to think through before the form simply returns again.
